You mean I_BASE right? The B_2xxx-0x CDs will not boot. If so, then I concur with your thought that the drive cage has failed (though I'd pull it and clean all the contacts with DeoxIT Gold or equivalent before I'd order a new one, you could have moisture/dirt buildup on contacts depending on where you live) However, your problem may go deeper than the drive cage. The I_BASE CD *should* start in DM if your CD-ROM is working. I don't think it matters if you have a working fixed disk mechanism. My advice is clean all leads.
