I'm not sure how much help anyone can be (techno-legally). What you want is perhaps the "OS/400 Socket Servers Interface" series of documents, the LIPI (Licensed Internal Program Interface) documentation. I don't have info handy on how even to ask IBM about/for it. It's essentially a manual of a few hundred pages with tech-specs on the server interfaces. Last I heard it cost approx $500 plus a general NDA.

Aside from that direction, I guess the alternative is to install iSeries Access and call its APIs. Not a perfect alternative for you I suspect.
