Looks like an application error to me.  SQLAllocStmt has been deprecated by
Microsoft in favor of SQLAllocHandle, which tells me this application is
still assuming ODBC version 1.0.  Things have changed with never versions of
ODBC, mostly for the better.

IBM's CLI has the same function, but it doesn't look like you're executing
this on the iSeries:

I'd contact Rumba.  Chances are they have a fix.

Subject: Memory Allocation Error Accessing iSeries Database

We are occasionally getting the following error: "[NetManage] [Rumba Data
Access] [UPLOADS]Memory Allocation error SQLAllocStmt." We have a job
retrieving data from the iSeries. It accesses the iSeries many times a day
using SQL statements and normally has no problem. In the last few months,
we've started getting this error. Once we get the error, the only way we've
found to "fix" it is to reboot the server that is trying to access the
iSeries. Anyone have any ideas?
