How about:

RMVLIBLE QTEMP
ADDLIBLE QTEMP *FIRST

That puts QTEMP at the top of the user library list.

If the physical file you're trying to avoid is in a library that is in the
system library list, or in your current library, that won't work.

Library QTEMP already exists in library list.
