BRMS Issue

We installed SF99530 (Level 6255) and SF99185 (Level 16) on 12/10.
Since that date tapes returning from offsite storage are not getting
their Location updated when daily maintenance is run, as they get put
back into library.  Because the location remains *HOME, BRMS chooses not
to use these tapes for new backups, even though they are expired and in
the library.  
                                
Something must have changed.  Has anyone else seen this?
 
I've been working with SL on this and they swear that it's "Working as
Designed" and that the tapes have never been automagically checked back
in.
