fwiw: I would say that a copy of QCMD that adopts QSECOFR authority, and used by people without the knowledge of the system administrators, would fall in the virus category.
You've described a "backdoor". It's not malicious in and of itself. Some admins set these up for emergencies. Kind of like a spare key under the door mat. Unfortunately these programs can also be found and used by the wrong people. Keith
