RE: Telnet Session Limit

Missing a few MONMSG's perhaps?  Vary off fails because it is busy. Delete 
fails because vary off failed, or something else (security perhaps?).

Good idea on the special devices.  Also saw you only checked for virtual 
displays.  Printers may not be in use but may be a dummy printer for Query 
printouts, etc.

And, if you're a shop with QLMTSECOFR turned on, it might be painful to 
rebuild security on a device that may not currently be in use.  So keep 
that in mind also.
