Dan,

Just about everything IBM, and half the vendors, sell nowadays has that as 
a prerequisite.  Get approval, load it on, reapply cume and groups (at 
least hiper).
Both options are pretty common requirements.  If you have to jump through 
hoops for one, might as well kill two birds with one stone.
