this is for the IBM help server *new in V5R4.
Unlike most TCP/IP servers there is not CHG command to tell this one not to
start.
you can ENDTCPSVR *IBMHELP but it will come back the next time TCP/IP is
started.
to keep from starting use your favorite DB editor (DBU, UPDDTA)
and change the QUSRSYS/QATOCSTART file.
change the autostart field from *YES to *NO.
