I am working on a client program that tries to connect to a remote
server.  I want to shorten the time that the system waits between
sending Sync packets during an Open operation.  We have multiple remote
servers that we can connect to and I do not want the application waiting
more than a couple of seconds before trying an alternate server.

Where does one set this timw parameter for a socket descriptor?
