RE: CL Program parm size change

ALL uses are through the command.

I use RTNVAR in this command.

I stated I used the SPCVAL in the command.  All special values used to be
translated to a 7-character message ID, like this:  (*OFCMGR USR9500).  They
no longer will be translated and some are longer than 7 characters.

The reason I'm making the change is I now find I want the info within
various RPGLE programs, so I set up subprocedures to handle it.  And since
I've done that, the CL program has redundant info that's in the
subprocedures.  So I'm going to have the utility use those subprocedures and
eliminate the redundancy.
