My understanding is that the Time Zone (QTIMZON) system value (rather than QUTCOFFSET) controls time processing after V5R2. In fact, if I understand properly, there are going to be some PTF's to install before the "spring forward" next year to handle the DST changes for next year. AT V5R2 and prior, DST changes had to be done manually, although there are readily available utilities to take care of it.
