This should work.  I used it until I upgraded to V5R3.  It was on the
job scheduler to run the last Sunday of each month at 2am; if the date
was right, it updated QHOUR and QUTCOFFSET.

Note -- it will need to be changed  next year to account for the new
spring forward and fall back dates.
