There should not be any job in QPGMR, but I doubt that is a problem.  You 
most likely started the SVNSERVE job.  That is an alternative option to 
using Apache HTTP.

I think you get the error referenced if you do not have the proper Apache 
group PTF's applied.  You should also review your Apache conf file to 
insure that the LoadModule's coorespond to the docs.  It is easy for the 
Apache tool to reconfigure it without telling you.
