I would create a silent install CD that fires off the install through a bat file. At the tail end of the bat, copy anything that should be custom from the CD to the appropriate directories.
This is a straight-forward approach, and can be dome from the IFS share instead of from a CD if you like. Another email pointed out the link for the document that describes how to create a silent install response file. Setup a PC exactly as you would like it - I recommend using the "User Profile" or "Computer Name" setting for the workstation name setting. Define the custom keyboard. Save the workstation profile. You can tell the .WS where to go. The keyboard map file will be a .KMP file. The workstation profile will be a .WS file. Put the .KMP and the .WS file onto the CD or onto an available network share. Create a batch file that calls the normal setup.exe then copies the .KMP and .WS file from the CD or the network to the desired locations on the PC. I would put the .WS file on the All users profile desktop, and the .KMP file in the default location. Take care -- HTH
