Locking Down iSeries Access

Is there a way to "lock down" the configuration option for Client Access for Windows (under the Communications menu option) so that users cannot change things? I don't care if they change their keyboard so that the Tab key functions as an Enter key or idiosyncrasies like that.
Apparently I have at least one user who thinks they know more about configuring devices for the iSeries than I. One succeeded in changing the workstation id for an attached printer to the same id as a 5250 emulation. A somewhat critical device, too, not just an annoyance.
