I want to thank everyone for their help on this.  Elvis hit on the head.
It was memory pool issues.  In the process of putting in the subsystems
the pools were "fingered".  Even though we took the subsystems out the
pool changed remained.  We "unfingered" the memory pools and things are
running much better now.

Thanks again for everyone's help.  Even the directions in other places
were great learning experiences.
