I too use *DLYALL.  But you did bring up an interesting thought.

I never LICPGM(*ALL) APY(*PERM).  Just prior to a new release I may pick 
individual LPP's and apply those perm.  Why this way?
1 - We have a lot of "test" ptf's.  You do not want to apply those perm. 
Sometimes IBM respins them and you have to remove them, download and 
reapply.  Different code - same ptf # (hence "test").  You "may" get IBM 
to gen a new ptf number if you fouled up and perm applied the test ptf. 
But not without a little hazing.
2 - Domino products often have a little chicken-or-the-egg thing going on. 
 Like prior to applying this new fix for Sametime, remove all fixes for 
Domino, apply the sametime fix and reapply the Domino fixes or some other 
obscure step.
