This application absolutely SCREAMS "data queue" to me for some reason. You might want to consider using a data queue instead of a PF.
However, if you decide to keep using a PF, you can configure the file to re-use deleted records. I.e. each time you delete one, the deleted record will be re-used in a future WRITE operation. Therefore, it's not necessary to reorg the file to remove deleted records.
