I figured out what the problem was. When I started QSH the system started a child job that runs until the QSH session is complete. When I did ssh myid@myhmc the system spawned 2 more child jobs that would run as long as the ssh session was running. That's 3 child jobs in addition to my 5250 session. When I would use my normal 5250 session the jobs would run in QINTER along with my 5250 session. QINTER has max jobs set at *NOMAX. However, the console runs under the QCTL subsystem whish has max jobs set at six. QCTL on this box normally has 3 jobs running on it all the time, and if I sign on to the console that makes 4 jobs. When I tried to do ssh to the HMC it would try to start the 3 jobs it needs and would fail. I ended one of the jobs in QCTL I knew I could restart and tried my ssh session with complete success. I am going to set the Max jobs setting on QCTL to a higher value so that these child jobs have someplace to run.
