Sure,  you're doing something wrong.

Are you checking SQLSTT and/or SQLCOD after each statement?  What errors
are you seeing?  If you're not checking SQLSTT you should be.

To move beyond that answer, you'd need to post your code.

You may want to post in the RPG-L list as it would seem you basic SQL
syntax is right and the problem relates to having the statement embedded
in RPG.  Thus, RPG-L would be a more appropriate place for this question
than MIDRANGE-L.

Do you any idea why during processing select and fetch in

When I use the same structure (from cursor definition) in SQL 
session I get
correct results - not empty rows.

Why during program RPG job retrived rows are empty? Do you 
have any idea?
