Unless you are doing LPAR or Capacity Upgrade on Demand there is no 
"requirement" for HMC.  However if you want to be able to get into their 
console via vpn and remotely take control of their system console even 
during a RCLSTG or other restricted tasks then a HMC or Op's console may 
be the way to go.  I know nothing about "Thin Console".  Got a link for 
that?
