It was set to *DFT!  I still have to find out why, but I think that was the
problem.

I just had something similar, so I'll pass on what I was told.  Check
the Delivery of QSYSOPR and see if it is *HLD or *DFT.  Change it to
*HLD if its *DFT and see if that resolves your problem.
