I'm going back a ways, but I am pretty sure that it means to include if the
field in 9 - 16 is not equal to the field in 17 - 24.

I asked to a more experimented programmer at the office and he said that
it's the first time he sees this kind of syntax in a SORTA...

Can someone help me?
