That's because what you got is a 9493 (IOP-less) in marketing terms. The
9793 is the old IOP-required feature. IBM started defaulting the 9493
into the configurations in the last couple of months.

The sales manual makes no mention of iop-less in regards
to 2793 cards. It "is" mentioned a number of times with
other feature codes.
