Thanks for posting this. I was just installing a new i5 and was adding the new 32bit JVM option and I got the same result. So I used RSTLICPGM on the _07 CD and Voila!
Looks like there is some tweaking to be done on the V5R4M0 Media set....mine also have "$Title2" on all the CD's instead of a description of the media contents.

Where is JDK 1.4 on V5R4 CDs?
According to the docs with the V5R4 CDs recently received, 5722-JV1 option 6 is on D2924_05. If I start with _04, it prompts for the next CD and then 
I get an error that says it's not found on the media...
Anyone else run into this? I'll call Support later Thursday, but thought 
I would ask here too.
