I've been using O_TEXTDATA since V3R2. I'm pretty sure it's been there since the beginning. You may be confusing it with a different option named O_TEXT_CREAT which was first available in V5R2 (not V5R3) but that's different than O_TEXTDATA.

For creating your XML response you might consider using CGIDEV2. Jon Paris has been a proponent of this method and may have some articles with examples kicking around.
This is fine if you want to build everything from the ground up. But, if you don't mind having some Java code involved, WDSC can do a lot of the work for you. (At the expense of requiring WAS and the other implications of Java). Just something to think about.
