It doesn't seem to. 

I use QRCVTAQ instead of DLYJOB when I want my job to wait. It allows me to 
interrupt the wait by sending an entry on the queue and I can send something 
like 'ENDJOB' to cause the job to end.

We have a lot of batch jobs which wait on data queues and they don't seem to 
use much in the way of resources while they are waiting. It allows us to move a 
lot of processing to batch (staying below the interactive threshhold) and still 
get good response time.
