When the system IPL's the first job to get started is SCPF.
I use the QUSRJOBI API to retrieve the job's start date and time.
This seemed an easy way since the SCPF job is always 
(000000/QSYS/SCPF).

I was planning on creating a data area in QSYS and dump the data time 
stamp there, but this is way easier.
