CPF701A - Journal Receiver Error.

This error message (CPF701A - Journal Receiver not eligible for Operation) 
kills us. Whenever we tried to save the journal receivers in a particular 
library, one of the jornal receiver did not get saved and the save job ends 
with the error CPF701A. We do not have any clue why this is happening. We 
checked and this journal receiver is not assiciated with any of the journal at 
this point of time. Then why this error comes again and again?. If anyone has 
any thoughts in this, it will be greatly appreciated. Thanks!!
