Jack, Someone at your site has applied a PTF the changes the behavior of Netserver on V5R1. Normally, when the list of servers is populated in the QNTC file system, OS400 accesses each host to determine if it supports the netlogon protocol. Only NT or its successors (2k, xp) will support this protocol. In this case however, the PTF instructs OS400 to bypass this test, and all PCs registered to WINS will get listed in the QNTC file system. Now, when you try to access one of these Win9x boxes that are listed, you will get the error telling you that the protocol is not supported. Because IBM requires the use of Netlogon to authenticate to a share, you cannot ever use Netserver to access a Win9x share.
