John sent me an offline screen from iNav.  Shows three usage types:
Shared (Readers) - Read only
Hold on attribute updates
Save in progress
All have a job count of 0.
Clicking on one gets a window of CPFA09E - Object in use.

Before I start with a WAG that maybe one of the two latter types has a 
pretty firm lock on it and won't let a new job, like the api used by iNav, 
get the needed access, let's check the service pack associated with your 
version of iNav
Start, All Programs, IBM iSeries Access for Windows, IBM iSeries Access 
for Windows Properties.  Version and SP level please.
