If you want to use the virtual control panel on the systems listed you 
will need to be using operations console as your console connection.

If using that console connection you can setup virtual control panel, 
details here:
http://www-03.ibm.com/servers/eserver/iseries/access/console/

I recall on 170's they also had a control panel cable(seperate from the 
ops console cable) that you could use. 
Not sure on what other models that was supported.
