IBM Infoprint 6500 form length stuck at 66 lines.

We've just installed a new IBM Infoprint 6500 and we have it printing on
green bar just fine.  We are having a problem when we go to print 1-up
labels though.  The form length of the labels is only 9 lines but when a
page eject happens the printer is jumping the 66 of standard green bar.

I created the print device as the documentation for the printer
required.  What am I missing.  Why isn't the printer reading the printer
file like our old printer did?
