Ok, just a guess, but is this NEP using SQL to retrieve data? Depending on the QAQQINI file that is used with this job, the database may be multi-threading the SQL processes. This could account for the thread count differences you are seeing. Make sure that the QAQQINI file has not changed. I can't recall if QAQQINI files are purged on release update, but it's worth a shot....
