Job priority is set based on the class that a job uses which is chosen from
the subsystem description based on the routing data.

For example, the QDFTJOBD jobd lists QCMDI as its routing data and
QGPL/QBATCH jobq as its jobq.
The QBATCH jobq is associated by default with the QBATCH subsystem.
When the QBATCH subsystem pulls the submitted job from its jobq, it checks
the routing data against one of its routing entries.

The QBATCH subsystem has these routing entries:

   15      QCMD          QSYS          'QIGC'
  300      QCMD          QSYS          'QS36EVOKE'
  700      QCL           QSYS          'QCMD38'
 9999      QCMD          QSYS          *ANY

So QCMDI will fall into the *ANY entry.  That entry uses the QSYS/QBATCH
class.

  Library . . . . . . . . . . . . . . . . . :     QSYS

And the QBATCH class sets the run priorty to 50, along with other run
attributes.

So you need to set up your own class to define the run priority and other
job attributes,
add a routing entry that specifies using that class when a job is submitted
with
a certain routing data, define a job description that uses your routing
data,
and then submit jobs using this job description.
