Your AS/400 may not have a route to the specified machine you're
telnetting to.  

Try the TRCTCPRTE command or just try a PING to see if your AS/400 can
'see' the remote server.

I'm able to telnet from DOS command line to a non-AS400 system but not
able to do the same from AS400.  
AS400 stay in input inhibited when I try TELNET
RMTSYS('XXX.XXX.XXX.XXX') PORT(XXXX).
