STRSQL is not the tool to use to test stored procedures, RunSqlScripts is.
Invoke it via iNav or start its executable by Start->Run->cwbundbs->OK.
You'll see the results then.
Make sure you terminate your statements with semicolons.

BTW, you can run CL commands in RunSqlScripts by prefixing them with CL:
prefix.  And with V5R4 iNav you can even prompt these commands by hitting
F4!

I modified your code for my variables and ran it via Ops Navigator.  It
"compiled" successfully.  When I run the procedure using CALL from ISQL
(STRSQL) I get the message "CALL statement complete" but no output. 
I've run the same SQL via ISQL and it completes with one row returning.

What gives?   Why can't I see any output when I use the CALL or where
is the output?
