Just tried an RPG program to change the record key, same result.

I'm would join the write/delete camp for the actions being taken, except thetrigger time & trigger event returned in the buffer are the same: *after*update.

Did check and found: Trigger update condition . . . . . . . . : TRGUPDCND*ALWAYS I'll change that and try again.
