I'm not sure when either. A de-frag utility was available at least back in 
V3R2, perhaps even V2. I seem to recall that it was a downloaded savefile that 
you'd find through various support searches. Only recommended under certain 
basic circumstances and seldom useful due to the overall scatter-load technique.
