What is the effect of removing *ALL from system value QALWUSRDMN?

I've a service program that calls QUSCRTUS to create user space in
QTEMP.  The parameter 7 (replace) for QUSCRTUS is set to *YES.  When
this is executed and if the user space already exist in QTEMP, the
system put that object in QRPLOBJ library.  
 
According to the api manual, system does this if the system value
QALWUSRDMN contains *ALL or QRPLOBJ.  I'm wondering what this system
value is for and what the effect will be if I remove the *ALL value.
