A corollary question is: How does the list get populated with initially
"used" values when the process is started?  Or are the values all simply
meant to be unique within just that one run of the process (and thus not
required to be persistent between runs)?  Can there be two instances of the
process running simultaneously?  Do the keys have to be unique across all
instances?
