I think you have to use the QUSLJOB API to list the jobs with the same job 
and user that are active.

If you have two entries in the user space then the job is a sysreq and the 
user can be notified or the other job canceled

I would expect the API would be coded like:

 CALL       PGM(QUSLJOB) PARM('SPACENAME QTEMP     '  'JOBL0100' &JOBNAME 
'*ACTIVE   ')

where &JOBNAME = '*CURRENT  *ALL      *ALL  '
