It's borrowing processor from another LPAR on the box.  Say the LPAR is
configged to use .9 of a processor and it ends up using 1.8 processors
because some were available somewhere else on the machine, it would show
200% on the particular LPAR's screen, similar to what you are seeing in
your example.
