Why bother with the custom sign on screen?  These users will be set up 
with
CRTUSRPRF USRPRF(DUH) LCLPWDMGT(*NO)
Any attempt by them to sign on to a regular 5250 screen without using the 
"bypass signon" results in:
CPF1118 No password associated with user DUH.
