No a vlan is not needed for remote outq's.  A "Virtual Lan" is used 
between lpars (and/or IXS cards) on the same i5 or iSeries.  Basically 
instead of running out of an ethernet card, to your router/switch and back 
into the other ethernet card it travels across the bus.  Much faster.
