If you change all your users to CCSID(37) that should have the same effect as CHGSYSVAL QCCSID(37). A major problem with CCSID(65535) is unicode applications (Java, others) can't convert from binary (65535) to the native database CCSID 37 (EBCDIC). So if one of these apps tries to do any database under CCSID 65535 it will fail. The IFS is all unicode, and the OS is using it a lot under the covers, so it's a good idea to start setting the CCSID.
