Using WRKLNK to check your text file CCSID with option 8 and DSPFD cxxtempp check File's CCSID. I thought your text file is 819, but your PF file ccsid is not 37. Also check your current job CCSID, If you create temp PF just with CRTPF xxx rcdlen(nnn), your temp PF CCSID same as job CCSID.
