I just typed the following on the Start-Run command line on a PC with Windows XP:

mailto:booth@as?&Subject= 123

It opened a blank e-mail addressed to booth@as with a subject of 123.

I believe the syntax is this:

mailto:<to e-mail>?cc=<cc email>&bcc=<bcc mail>&subject=<subject text>&body=<body text>


If something like that won't run from your PC command line then the problem looms larger.

Might not be the best idea, but If I type >mailto:someone@xxxxxxxxxxxxxxx
in the address bar of my browser it opens a blank email message. Maybe
you can try something like that.
