I think the original rendering of it was the "Intelligent Communications Trace Analyzer", and if you've ever had to wade through one of those things (they can get HUGE) you would appreciate all the help you could get. It's JAVA, as you might expect (suspect) and will probably help you zero in on elusive communications problems.
